Interim Superintendent of Schools John Petrelli presented the 2010-11 Violence and Vandalism report for the West Milford School District public during the Oct. 18 Board of Education (BOE) meeting. Petrelli said making the report public is required annually by state law.

“The good news is that crime incidents in the district decreased by 14 percent for the 2010-11 school year,” Petrelli said. “With a population the size of that in the school district the numbers for the amount of violations are not significant to the amount that took place. however, no single incident is acceptable and hopes are to continue to decrease the number by at least 14 percent.”

According to the report read into the record at the meeting by Petrelli there were 19 violations including five assaults and 12 fights at the high school.

Vandalism at the high school included mostly incidents of broken glass windows.

There were a total of eight substance abuse incidents. All eight incidents were at the high school. Six involved usage of drugs, one was for possession of drugs and one involved violation of unauthorized prescription drugs.

Four weapons incidents were reported. Involved were two attacks with knives, one with a pencil and one with a baseball bat.

Police were called to the schools 16 times during the past school year with 12 complaints filed with police.

There were no in-school suspensions and 40 out-of-school suspensions for the year. one student was expelled and removed from the district. A total of 77 offenders and 10 victims were reported. there were 37 students who were given support-services.

Petrelli said School Violence Awareness Week was being observed during the week of Oct. 17 to 21.

During his report at the meeting Petrelli gave thanks from the district to Frank Calabro Jr. and Mike Bastilucci who were first aid emergency first responders in a situation involving a bus with student passengers. Petrelli said the two men were at the Warwick Turnpike scene on Sept. 7 when a tree fell to the ground, taking with it a transformer along with electric power wires. The wires fell around the school bus. Petrelli praised Calabro Jr. and Bastilucci for the assistance they gave and noted that both men are graduates of the township schools.

Petrelli announced that Margaret Cody, supervisor of science for the school district, is a member of the state curriculum team that is developing major core standards for the state. he said it is nice to have local representation at this level.

The West Milford High School yearbook placed third in the Garden State Scholastic Press Association Yearbook Contest, Petrelli said. he praised the work of advisor Peter Shaver and the school yearbook staff for the accomplishment.

The huge number of disused cell phones, digital cameras and other portable electronic devices in the nation containing rare metals that could be recycled has created what has been dubbed an urban mine, and the Environment Ministry is promoting the collection and reuse of these metals.

The term “urban mine” was coined by the late Prof. Michio Nanjo of Tohoku University.

In an article published 23 years ago, Nanjo said urban areas have an abundance of disused home electric appliances and other resources that could be recycled.

Nanjo’s studies were taken over by Takashi Nakamura, a professor at the university’s Institute of Multidisciplinary Research for Advanced Materials.

“In those days, [Nanjo] was already talking about rare metals. He argued we should prepare for the need to restrict the use of resources in the foreseeable future,” said Nakamura, 61.

The ministry is planning to submit to next year’s ordinary Diet session a bill aimed at promoting the reuse of urban mine resources.

Items to be targeted under the legislation would include mobile phones, recording devices, electronic dictionaries, fax machines and electric shavers.

On Aug. 22, the ministry submitted a rough outline of its plan to a subcommittee on the recycling system at its Central Environment Council. Under the envisaged law, city, town and village governments would play central roles in setting up collection and processing systems in cooperation with intermediate processors, refiners, retailers, collectors and local residents.

The systems would facilitate the reuse of such rare metals as gold, silver, copper, zinc, palladium, platinum, bismuth and antimony using current retrieval technologies to extract the metals.

There are other kinds of rare metals that could be retrieved from the devices, but current technological shortcomings would make doing so difficult.

Research into retrieving such metals will continue, according to the ministry.

Initially, the ministry considered requiring electronic manufacturers to collect used appliances.

However, it instead designed a nonbinding system in which city, town and village governments would coordinate retrieval of disused electronic goods.

The scheme would make it possible for third parties to obtain permission to collect and transport disused items, as required by the Waste Disposal Law, while also receiving financial assistance from the central government.

The ministry has presented a list of 45 portable home electronic appliances to be subject to the collection and retrieval scheme.

If the envisaged system is successful, the abundance of disused electronic products accumulated in the urban mine will become profitable, a ministry official said.
